Micro-finance in Rural India: Challenges for the Future Submitted by: Aishik Chakraborty Aritra Datta Shubham Chowdhury Snehashish Saha INTRODUCTION Rural India is home to about two-thirds of the Indias 125 crore population. This population is mostly engaged in agriculture that contributes 17.2 percent to Indias GDP. However, this dependence on agriculture is gradually diminishing with small-scale cottage industries and self-help groups gaining prominence in rural economy. This is clearly reflected by the contribution of industry in rural economy which has grown to 30.2 percent in the recent years. However the self-help groups and cottage industries often have to depend on the local moneylenders for financing of its activities with most large scale banks yet to make a foray into rural markets. In such circumstances, micro-finance gains prominence in financing activities of such industries. Micro-finance is a critical factor in uplifting rural economy. However this sector suffers from various challenges. It is imperative that the challenges are studied in order to ensure the Indian growth story to continue. This study will analyze the prevalent challenges and recommend strategies to overcome these bottlenecks. LITERATURE REVIEW Micro-finance refers to small scale financial services provided by financial institutions to the financially backward classes. These services include savings, credit, insurance, etc. The conditions for a financial service to be termed as micro-finance is that the transaction should be small and the customers should be financially weak. Jeffrey Sachs, the renowned economist once claimed that ââ¬Å"The key to ending extreme poverty is to enable the poorest of the poor to get their foot on the ladder of development.â⬠The concept of micro-finance was introduced in India during the 1990s. The country is home to about a third of the worldââ¬â¢s poor, most of who do not have access to commercial banking services. The key problem areas in rural financial markets included a lack of credit in rural areas, absence of modern technology in agriculture, low savings capacity in rural areas and prevalence of usurious moneylenders. In such circumstances, micro-finance provides financial inclusion to the under-privileged sections of the society. In absence of micro-finance, the poor in rural India would fall prey to the money-lenders who charge a very high rate of interest on credit and thereby rob the poor of their savings. Micro-finance differs from conventional banking as unlike conventional banks, micro-financing lays more emphasis on the principles of co-operation, equality and mutual self-help. Micro-finance targets mostly the women of rural India, with more than 90% of its customers being women belonging to self-help groups. Micro-credit is mostly used for direct investments by self-help groups and facilitates access to credit by clients who need small amounts of credits but are less credit-worthy for larger loans. However, MFIs in India are susceptible to a number of challenges including political interference. They compete with both politicians and government backed lending programs for the same target segment. The ability of the Indian MFI industry to mitigate this risk is a crucial factor in determining its success. An example of a crisis in the micro-finance sector was when Andhra Pradesh found itself at the center of a debacle thatwas triggered by a the highly successful MFI, SKS Microfinance, which tactfully covered up cases of suicides among MFI borrowers. While it has not been clearly established whether indebtedness or coercive MFI tactics triggered the suicides, the political backlash was intense. In order to counterbalance the political criticism, the state government hastily pushed through a legislation that effectively crippled the MFI industry in the state. RBI established a committee, headed by Y.H. Malegam, to review the various issues and to recommend regulatory steps needed to prevent these incidents from recurring. Released in January 2011, we the recommendations will have wide ranging impacts on the industry. Some of the key impacts include: Creation of entry and operational barriers through higher net worth, capital adequacy, loan portfolio allocation requirements with a possibility of some banks absorbing some of the MFIs. Implementation of industry specific corporate governance standards, greater oversight by the RBI, tailoring NPA definitions in accordance with industry standards will improve corporate governance and transparency . Establishment of a fully fledged credit bureau, limitations on the number of loans to each household, conditions on procedures for loan sanctioning and repayments will reduce the incidence of over-borrowing and multiple-lending . The World Bank has also taken major steps in the sector of micro-finance. Formation of Consultative Group to Assist the Poor (CGAP) in 1995 as a consortium of 33 Public and private development agencies and establishment of Microfinance Management Institute(MAFMI) in 2003 are significant landmarks. Regional multilateral development banks like Asian Development Bank also champion the cause of commercial micro-finance. Nationalization of existing private commercial banks, massive expansion of branch network in rural areas, mandatory directed credit to priority sectors of the economy, subsidized rates of interest and creation of a new set of rural banks at district level and an Apex bank for Agriculture and Rural Development (NABARD20) at national level are some of the organizations working in micro-finance. The initial micro-credit innovations in Bangladesh, Bolivia and Indonesia demonstrated the success of micro-lending. However the popularity of micro-finance in India stemmed from its ability to reach the poor without collateral and near full recovery rates. Micro-finance is contributing significantly to the financial activities of the poor. Various initiatives and programs have been launched to fortify the position of micro-finance in India. The speed of enforcement and the degree to which these recommendations are implemented will determine how much the industry will change and how likely it is to succeed. CONCEPTUAL FRAMEWORK Microfinance suffers from various challenges from its competitors and also from the issues stemming from the mismanagement of various micro-finance companies. The study will enable us to recommend the future strategies and build the way forward for MFIs in India by addressing the following issues. What is microfinance and how does it impact rural India? What are the challenges faces by MFIs in India? What are its implications on the various stakeholders (villagers, money-lenders, banks, Govt. and the MFI institutions) What are the possible solutions to these challenges? Action plan for the recommendations. RESEARCH DESIGN The research will be based on the following methodologies. Identification and interpretation Identify the major issues and challenges. Formulate relevant questions keeping in mind these issues. Gather information from primary and secondary sources. Interpret the solutions to the issues Support and supplement the findings from research data. Data Analysis Gather data from self help groups and find whether they are involved in Micro Finance, and how micro finance has contributed to their business and rural India in general. Challenges that they face while getting the requisite loan from the Micro Finance Institutions. What are the viable alternatives to Micro Finance. The strategic importance of Micro Finance Institutions to their organization. How Micro Finance has impacted their lives and whether the impact is positive or negative. EXPECTED CONRIBUTION The study will consider all the dimensions of Micro Finance in Rural India and provide the following value additions to the field. Appreciate the importance of Micro Finance in rural India and explain their significance. Understand the perceptions of the rural population about Micro Finance in India. Remove the apprehensions about Micro Finance and communicate the benefits of Micro Finance to the rural population. Understand and comprehend the challenges that Micro Finance Institutions face in rural India. Elucidate how the challenges impact the MFIââ¬â¢s. Analyze and evaluate the challenges critically. Develop strategies for overcoming the current challenges and sustaining them. Analyze the competitors and their strategies. How can MFIââ¬â¢s handle the challenges and maintain their customer base. Design the future path of development for Micro Finance in India. Existing micro-finance models in India The following micro-financing models are prevalent in India. Each of these models have their own advantages and disadvantages. SHG-Bank Linkage Model: In this model the SHGs get credit directly from the co-operative banks, regional rural banks, NABARD, etc. This model provides credit to SHGs at lower rates of interest. However this model reduces the credit worthiness of the SHGs and increases the risk of default for the banks. Bank-MFI Linkage Model: In this model, the MFIs act as intermediaries and guarantors for the SHGs and receive financing from banks for further lending it to the SHGs. This model helps in improving the credit worthiness of the SHGs and reduces the risks for the banks. However the SHGs have to pay a higher rate of interest to MFIs in this model. Challenges faced by the Micro-finance sector in India Through extensive study and discussions with relevant stakeholders, the following have been identified as being the foremost challenges to the micro-finance sector in India. There is extreme skewness in distribution of micro-finance services in India. 52% clients of micro-financing come from southern India while 23% come from eastern India. The share of micro-finance beneficiaries from North, West, Central and North-East India stand at an abnormally low level of 9%, 12%, 3% and 3% respectively. This disparity clearly shows that micro-financing services are unevenly spread and is not available to many people who need it. Micro-finance is mostly concerned with micro-credit to SHGs. However other financial services such as insurance, savings schemes are not provided. Also it serves the SHGs, individual businesses donââ¬â¢t benefit through micro-finance. Micro-finance is considered as a social/charitable business rather than a profitable one. Consequently, almost 90% MFIs are dependent on subsidies and suffer from a high debt-equity ratio. The loan sizes are generally small and involves high transaction and processing costs. Consequently the interest rates are higher. There is high turnover of MFI employees. The reasons are poor salary, lack of incentives and working mostly in rural areas with limited opportunities. The employees also lack in financial and technical training. The MFIs lack control over how efficiently the money is used after lending. This often leads to bad investments by SHGs and results in default. MFIs are aware of this risk and keep the interest rates high in absence of a collateral. Micro-finance has reached only a small fraction of the people who need it. The micro-finance sector lags behind from technological perspective that would allow it to disburse loans more effectively. Absence of best practices norms in the industry often leads to coercive recovery of loans. The poor in urban areas cannot avail micro-finance services. Hence these services should be extended for the urban poor as well. Micro-finance institutions have a very low rate of customer retention. This is because clients are not properly educated about the services available from the MFIs. Recommendations Based on the findings, the following steps are recommended for reviving micro-finance sector in India and turning it into a tool for poverty alleviation and financial inclusion. Micro-finance reaches a very small fraction of the people who need it. Hence an overall scaling up of micro-finance sector is imperative. The initiative can be in form of public ventures, private banks or PPP model. The MFIs and NBFCs are to be brought under a regulatory authority to ensure standardization and enforce best practices. The micro-finance sector should diversify its portfolio from being a money-lending entity into an sector that provides holistic financial services such as insurance and savings to its clients. It should also try to widen its client base from SHGs in rural areas to the deserving urban poor who require financial inclusion. Greater use of technology and analytics can negate some issues that arise out of asymmetric information while sanctioning a loan and provide better risk analysis. This will allow MFIs to lower the risk of default while the poor will benefit from lower interest rates due to less chances of default. There employees should be provided with better incentives and given proper training to educate the rural people with the benefits of services provided by the MFIs. They should also be provided with technical and financial training to better assess the credit worthiness of the client. The perception of MFIs should change from being social or charitable organizations into being sustainable and profitable organizations. This would allow MFIs access into financial markets and investments and end their dependency on subsidies. Appendix The following questions were asked to hostel and mess staff and security guards of IMI who were likely to have been exposed to the Micro-finance sector. The questionnaire and responses are as follows. Are there any SHGs operating your native village? Do you have any close relative associated to SHGs? Which part of the country your native village is situated at? Are you aware of the services that micro-finance institutions provide? Do you have access to micro-finance institutions in your village? What is the preferred source of credit in your village? Has micro-finance institutions uplifted the rural class? His dad was a bomber pilot in Europe. Elliot, the cousin, was the ââ¬Ëdifficultââ¬â¢ type of person; he would put barricades and expect you to climb over them. Elliot would have his ââ¬Ëpersonal worldââ¬â¢, not letting others in easily, and he would ignore you if necessary, just so he could stay by himself, so he wouldnââ¬â¢t need to give any explanations to anyone. But he didnââ¬â¢t have many defenses, as mentioned in the story; Robert could look into his eyes and see everything he was feeling. There was a German artist who lived near the beach in a shack, Abel Hoffman, and he was suspected of being a Nazi spy, because he was always observing at the beach, but it was actually for his paintings. But Elliot was friends with Abel, because he wanted to learn how to paint just like Abel, but no one seemed to understand. Even Robert doubted about the German that was always observing the shore, worried about Elliotââ¬â¢s friendship with the artist, which could be a big problem at the time. Elliotââ¬â¢s house was full of secrets about the past of the family. Nobody in this house talked about Robertââ¬â¢s father; they wouldnââ¬â¢t even mention his name. Nobody even dares talking at all in the house. The grandfather was always angry and he was a mean-tempered person. What Robert wanted to know was what the whole family was hiding from him. He was always asking questions, even if it made his grandfather mad. It seemed that everyone else in the family knew something Robert didnââ¬â¢t, and that bothered him a lot, he would do anything to know about the secrets of his familyââ¬â¢s past. à à à à à The war doesnââ¬â¢t just threaten to come to Sachemââ¬â¢s Head.

In Groups We Shrink As smoke poured into the room the three strangers waiting in the lobby just sat there until it was unbearable to breathe. Believe it or not people do this, just so that they donââ¬â¢t get embarrassed. Carol Tavrisââ¬â¢s essay she is successful in getting the point across that people act different in groups than they do alone. She has many appeals to emotion, logic, and being the renown psychologist she is, she has credibility. She wasnââ¬â¢t trying to change the way people act in this essay. just to try and make people realize what happens in groups and the horrible things that could conspire. Carol Tavris was trying to get across the point that people act different in different situations. When it comes to ones personal safety then they act different. One person would get up at the first sign of danger, or go to someoneââ¬â¢s help. But when there are other people involved and they are in a strange environment they donââ¬â¢t know how to act. They arenââ¬â¢t sure whether smoke pouring into a room or any other threatening situation is normal. They donââ¬â¢t want to get embarrassed or make a fool of themselves. Carol Tavris was born in 1944, and got her PH.D. in Social Psychology. That is why she has so much credibility in this field of study. This essay wouldnââ¬â¢t mean anything if it wasnââ¬â¢t coming from someone who has the background and the credibility she does. A strong example of emotion is when she talks about Rodney King and the savage beating he received. It again shows how people in groups act different. There were 11 officers watching 4 of their colleagues beat this poor man. What were they thinking? Did they agree? These are some of the questions you have to ask yourself. One explanation, of course, is that they approved.(18). They may have identified with the abusers, vicariously participating in a beating they rationalized as justified.(18). This is sad but true, but what about the Kitty Genovese story. She was stabbed and killed in front of her apartment, while 38 neighbors heard and watched, not one called for help. This is called diffusion of responsibility or soci al loafing which pretty much means the more people in a group the lazier everyone gets thinking that someone else will do the right thing. This is just another example of emotion in Carol Tavrisââ¬â¢s writing.

Before Breakfast
Oââ¬â¢Neill, the master playwright, portrays strong, interesting characters with equally strong emotions in his plays. His play, ââ¬ËBefore Breakfastââ¬â¢, deals with an exasperated woman confronting her husbandââ¬â¢s joblessness and infidelity.This is a short play in the form of a monologue by the woman, Mrs. Rowland. Mrs. Rowland jabbers all through the play expressing desperation, anger, agony, and sheer disgust at her husband, Alfredââ¬â¢s penniless nature. Her full-throttled criticisation of Alfredââ¬â¢s ways leads to the denouement of the playââ¬âAlfredââ¬â¢s suicide. Character analysis of Mrs.Rowland The description of Mrs. Rowlandââ¬â¢s small house in the beginning of the play portrays poverty. Mrs. Rowland wakes up tired and bitter. Her irritation is so intense that she goes to the extent of damning her apron whose strings refuse to oblige her in knotting up. In fact, the very first word that Mrs. Rowland speaks in the novel is ââ¬Å"Damnâ⬠. It is from here that her character builds up. It was a fine day, ââ¬Å"It is about eight-thirty in the morning of a fine, sunshiny day in the early fall,â⬠but ironically did not seem to have any effect on Mrs. Rowlandââ¬â¢s temper.Her demeanor is not at all pleasing, her hair is stuck up in a ââ¬Å"drab colored massâ⬠, her ââ¬Å"shapeless stoutness accentuated by her formless blue dressâ⬠which is also ââ¬Å"shabby and wornâ⬠speak volumes about her. This is hardly expected of a young woman in her early twenties. Even as her ranting of Alfred begins, we understand that she is definitely not the timid type of woman. She rebukes him in the most unrestrained manner. She had been working not just for one, but for both the people in the family. She had been contributing to the family in whatever small means she can.While he had been whiling away his time in poetry and in ââ¬Ëplaying the gentleman and loafing around barrooms with that good-for-nothing lot o f artists from the Squareââ¬â¢, she had been working very hard. Even as Mrs. Rowland does regular household work like sweeping and cleaning, she doesnââ¬â¢t fail to rebuke him for dropping cigarette butts and ashes all over the floor. Her attitude borders on feminism advocating her opinion on the ground of equality of sexes. Why she only borders on feminism is because she does the job and doesnââ¬â¢t necessarily hand him over the broom to sweep the floor.This point is further accentuated when she tells him that she was making coffee for both. Yet to show her protest in some manner, she tells him that she wasnââ¬â¢t going to wait for him. Mrs. Rowlandââ¬â¢s frustration towards his lackadaisical manner is so severe that she complains loudly of everything he does. Is she taking advantage of Alfredââ¬â¢s silence? She only seems capable of complaining, without having any effect on Alfredââ¬â¢s attitude or manner. Mrs. Rowland had developed a profound hatred towards h er husband. She suspects him of infidelity and hence stealthily searches his pockets for some kind of evidence.She pockets the letter from one ââ¬ËHelenââ¬â¢ addressed to her husband to later on pick a quarrel with him on that. She vociferously defends this act of hers by telling Alfred that she was his wife and hence had every right to read his letters. While she constantly voices her rights as an equal, the lines, ââ¬Å"How about Helen? (She starts back from the doorway, half frightened)â⬠show that she isnââ¬â¢t such a bold woman as she projects herself to be. Mrs. Rowland shows utmost contempt for her husband. She calls him a fool to have pawned the watch, calls him lazy to stay in bed all the time, and calls him incapable of getting a job for himself.She tells him that all he does is write ââ¬Å"sillyâ⬠poetries and short stories all day which ââ¬Å"no one will buyâ⬠. She is quite proud of her capabilities when she says that, ââ¬Å"I notice I can alw ays get a position, such as it is; and it's only that which keeps us from starving to death. â⬠Well, well, is this what is ââ¬Ëwoman powerââ¬â¢? It makes us wonder if Alfred were to respond to any of her remarks or if he were to shout back at her for being so loud, will she have continued in this manner? She would have, since she refers to the fight that they have had the previous night where Alfred made a ââ¬Å"beastâ⬠of himself.She simply cannot forgive him for pawning things for survival. The last precious thing that they had was the watch, which too seems to have been pawned for a drink. Mrs. Rowlandââ¬â¢s bitterness and disappointment is sometimes justified since Mr. Rowland was actually ââ¬Å"the millionaire Rowland's only son, the Harvard graduate, the poet, the catch of the townâ⬠. Her position as his wife should actually had been an enviable one. By being an alcoholic and by possessing an unwilling attitude to work, he became a penniless wastrel. He had impregnated and married her before their child was stillborn.Added on to her feeling of betrayal is his infidelity. Mrs. Rowland is unperturbed by her husbandââ¬â¢s stern and severe looks. She carries on and tells him that he cannot bully her with his ââ¬Å"superior airsâ⬠. She reminds him that but for her he would be going without breakfast in the morning. She tries to win his pity when she speaks of her headache and the deplorable condition in which has to sew to earn their bread. She tries all possible means to provoke his pity and to make him seek a job. The rent for the house was due and there was nothing left for lunch.She doesnââ¬â¢t mince words in asking him to look out for a job: ââ¬Å"Are you going to look for a job today or aren't you? â⬠Despite all her bickering, when she sees blood in Mr. Rowlandââ¬â¢s face the first time, she asks him to wipe the blood off his face and tells him to go to a barberââ¬â¢s shop for a shave since she found h is hands shaking heavily. This shows her concern for Alfred. She even warns him that one of these days he was going to cut himself seriously. But she is too preoccupied with her own taunts that she doesnââ¬â¢t catch the seriousness of the situation that ends in such a great tragedy.All through the play Alfred never makes an appearance. It is only through the eyes of Mrs. Rowland that we get to know the person. The plot, the action, the conflict all revolve around her. The plot brings out the strong conflict which Mrs. Rowland is confronted with. Though she complains a lot and beseeches Mr. Rowland to be more responsible, she takes things in her stride and carries on with her daily chores. The play strongly evokes emotions of pity and horror. All her calls of Alfred contributing to the family in some manner or the other seem to fall in deaf ears.In referring to Mr. Rowlandââ¬â¢s affair with Helen, Mrs. Rowland threatens him telling that she would never divorce him. She gets vin dictive for all the injuries that he inflicted on her. She understands her rights as a woman very well. She knows that unless she agrees to the divorce, it can never happen. And, unless they divorce, he can never dream of marrying another woman. Conclusion Alfred is a sensitive man who commits suicide on being discovered by his wife about his extramarital affair. Comparatively Mrs. Rowland bears it all with much forbearing.Life had been much more difficult on her. She was the daughter of a mere grocer, she had become pregnant even before she could be married, despite marrying a man with some wealth to name she had to put up with poverty. In a way, it can be said that her strength of forbearance comes from her simple background. On the other hand, Mr. Rowland had been the only son of a millionaire father. Yet, when his father died, he should have been mortified to find that all that he was left with was a large amount of debt to be repaid. His faith should have been shaken with this. He had been personally proud of his position in society. As Mrs. Rowland once comments, ââ¬Å"You were ashamed of me with your fine friends because my father's only a grocer, that's what you were. â⬠Yet he had to marry her because of the slight he committed on her before their marriage. Mrs. Rowland never hesitates to fight for her rights. Within the portals of family life and considering her limitations, she voices her opinions and demands.
